Steps:
1. To create the bib, cut the black lace trim in half. Lay the appliqué on your work surface and place the lace trim pieces on either side so the trim overlaps the appliqué slightly. Use the Fabri-Tac to glue the trim to the appliqué. For added strength, stitch the pieces together with the needle and thread.
2. If your cameo has a pin back, snip it off using the wire cutters. Center the cameo on the lace appliqué and glue in place with Fabri-Tac. Embellish the lace around the cameo with rhinestones by placing a little dab of Fabri-Tac on the back of each rhinestone with the toothpick then pressing it onto the lace. Add a few rhinestones to the lace trim using the same technique.
4. Cut the chain in half with the wire snips. Attach one length of chain to the right side of the necklace by sewing through the end of the lace trim and looping the thread through the last link of chain. Sew through the lace and chain with 11 to 15 stitches and secure with a knot. Repeat to attach the other length of chain to the left side of the necklace.
Detail: Sew the chain link to the trim using 11 to 15 stitches.
5. Open one jump ring with the chain-nose pliers and round-nose pliers. Feed it through the last link of one length of chain, slide on the lobster clasp, and close the jump ring. Attach the other jump ring to the end of the other length of chain to complete the bib necklace.
